Regulation of Electronic Identity
The certificate includes the summary of all the elements in the extract of the Electronic identity and certifies that supporting documents and plans, studies exist and are registered in the database. It includes the necessary engineer’s certifications that there are no irregularities in the building or that they have been fixed.
Energy Certificate
For the issuance of the energy certificate (E.E.A.), an inspection visit must be made to the property, in order to obtain all the necessary information.

Obligation to prepare an energy efficiency study (E.E.A.) in buildings.
According to the provisions of article 21 of Law 4122/2013:
“For the granting of a building permit for a new or radically renovated existing building or building unit, the building’s Energy Performance Study (EEA) defined in paragraph 25 of article 2 shall be prepared and submitted to the competent Building Service (Y.DOM.)”.
When is there an obligation to issue an energy performance certificate by the owner of a building or part of a building and what are the consequences if it is not issued?
According to article 12 of Law 4122/2013, the issuance of PEA is mandatory:
a) after the completion of the construction of a new building or building unit, subject to paragraph 4,
b) after the completion of a radical renovation of a building or building unit,
c) when selling a building or building unit,
d) when leasing a building or building unit to a new tenant,
e) for buildings with a total area of more than five hundred square meters (500 sq.m.), which are used by services of the public and wider public sector, as defined each time, and which are frequently visited by the public. From July 9, 2015 the minimum of five hundred square meters is reduced to two hundred and fifty square meters (250 sq.m.).
From the obligation to issue P.E.A. cases a), c), d), e) and f) of paragraph 7 of article 4 of Law 4122/2013 are excluded.
The provisions of this article cannot be excluded by agreement of the contracting parties.
The issuance of PEA in building units with a total usable area of less than fifty square meters (50 sq.m.) is mandatory from 1.1.2016.
In case of non-issuance of P.E.A. according to K.EN.AK., part of the building or the entire building cannot be transferred or rented.
What is the feasibility study that accompanies the energy study.
According to article 6 of Law 4122/2013: “During the stage of issuing a construction permit for new buildings or building units, a study is drawn up and submitted to the competent Construction Service, which accompanies the MEA and includes the technical, environmental and economic feasibility of the installation , at least one alternative energy supply system, such as decentralized energy supply systems based on renewable energy sources, cogeneration of electricity and heat, district or block scale heating or cooling systems, as well as heat pumps that meet the minimum eco-label requirements established with decision 2007/742/EC of the European Commission of November 9, 2007, as applicable.”
If it is not possible to apply one of the above mentioned technologies, it should be documented.
Are the buildings undergoing radical renovation required to have an energy rating equal to or better than energy class B?
If the building or building unit is subject to radical renovation (Article 2 of Law 4122/2013), then an energy efficiency study is required in accordance with what is defined in Article 21 of Law 4122/2013. In this case, according to article 7 of Law 4122/2013 (to which article 7 of K.EN.AK also refers), the building is upgraded to the extent that this is technically, functionally and economically feasible. This means that there is a case where the building is not classified in energy category B and this will only happen if there is an impossibility of applying the minimum specifications of article 8 of K.EN.AK. and which impossibility of application should be sufficiently documented in the M.E.A.
